Difficulty Coefficient Ranking of Canada's Provincial Nominee Programs (PNP)
Canada PNP Battle Royale: Choose the Wrong Province, and All Efforts are Wasted
Canada's immigration system relies heavily on the "Provincial Nominee Programs (PNP)" of various provinces. As long as you get a provincial nomination letter, the federal Express Entry (EE) directly adds 600 points, or you can secure a Green Card through the traditional paper-based route. But this has caused extreme regional imbalance.
Purgatory Difficulty: Ontario (OINP) & British Columbia (BCPNP)
The provinces where Toronto and Vancouver are located are battlegrounds for all international students and new immigrants.
- Ontario (OINP): The employer sponsorship threshold is extremely high, with hard assessments on the employer's turnover and number of local employees. Its "Masters Graduate Stream" does not require work experience but the scoring is extremely competitive (favoring STEM majors and bilingual talents).
- British Columbia (BCPNP): The domain of STEM. Regular positions for non-STEM majors have unattainably high scores, and BCPNP strongly favors candidates with work experience outside the Greater Vancouver area.
Normal Difficulty: Alberta (AAIP) & Saskatchewan (SINP)
Alberta's Calgary has attracted a massive population due to its economic recovery and low housing prices. Its employer sponsorship requirements used to be low, but it has now started introducing targeted draws (healthcare, agriculture, tech). Saskatchewan has an extremely clear point grid; as long as the employer can get a Job Approval Letter (JAL), the approval rate is very high, but the black market for buying fake JALs is very deep and poses huge explosion risks.
Beginner Village: Manitoba (MPNP) & Atlantic Provinces (AIP)
Manitoba (MPNP) has always been the "safety net province" for older applicants from their home country. As long as you study a 1-year program locally and find a job related to your major for 6 months after graduation (or 1 year in an in-demand job in the province), you can apply. Manitoba strictly protects local graduates and severely penalizes out-of-province graduates, perfectly demonstrating the contract spirit of "as long as you are willing to come to a remote area and freeze, I will give you a Green Card."
Law Firm Advice: In Canadian immigration, geography is more important than effort. If you are over 35, your language exam scores (like IELTS) cannot reach 8777, and you don't have a STEM master's background, immediately give up the illusions of Vancouver and Toronto, and head straight to the Prairie Provinces or Atlantic Provinces, enduring three years of severe cold in exchange for a lifelong Green Card for the whole family.
