Although European Golden Visas are generally tightening, Greece, Spain, Malta, and Portugal (now switched to a fund model) remain core choices for global wealthy individuals making asset-light global allocations.
1. Investment Thresholds and Asset Liquidity
- Greece (€500,000 Property): Core area thresholds have doubled, but it is still the only country offering "Permanent Residency (PR) in one step." The house cannot be sold; selling it means losing the status, locking up funds for life.
- Spain (€500,000 Property): Ultra-fast approval, but grants a residence card (needs renewal every two years). The advantage is Spain's large economy, and the property liquidity and true rental yields in Madrid and Barcelona far exceed Greece.
- Portugal (€500,000 Fund): After the property purchase route closed, you can only buy funds. Funds are locked for 5-7 years before exit, representing a low-holding-cost strategy of "trading capital for time."
- Malta (Rent/Buy Property + Donation): One of the very few European countries with English as an official language. Approved first before investing, high safety, suitable for families who only want a Green Card without heavy asset investment.
2. Physical Presence Requirement and Difficulty of Naturalization (Getting a Passport)
The vast majority of HNWI buy European Green Cards for "immigration without relocation."
The Supreme King: Portugal. Requires living there for only 7 days a year. After 5 years, passing an extremely simple A2 Portuguese test allows you to apply for an EU passport. This is the only "low-cost EU passport" pathway globally with almost zero Physical Presence Requirement.
The Negative Example: Spain. To get a passport, you must reside continuously for 10 years, and you cannot leave the country for more than 6 months each year. Greece requires living for 7 years, and Malta's passport requires direct donations of millions of euros (extremely expensive).
